The Vulcan is an America anvil that was a steel-faced cast iron anvil and was made by the Illinois Iron & Bolt Company of Carpentersville, Illinois, from from the late 1800's to mid 1960s (1969). It is considered as the bottom rung of cast iron steel-faced anvils. The Fisher-Norris by far superior to it.
You can find these things on ebay all the time and are not to be confused with the older version of wrought iron anvil made by The Columbus Anvil and Forging Co. of Columbus, Ohio, which has a similar motif on the side of it.
