It's usually used as a surname actually. But the name Val can be unisex. I think you are thinking into this too deeply.
Valmont simply changed their name because they disliked Montgomery and are non-binary with a heavy feminine lean. The character has always been intended to be androgynous in nature. I don't know what else you want me to say about it.
