Part of a local painting competition this miniature is one of the Blood Angels Death Company. Equipped with dual chain swords this particular slaughter happy blood angel wears a jump pack to close the distance with his foes. As evidenced by the large jets of flame emitted from the pack he is clearly leaping over some wreckage to get at his foes.
Note-worthy of this picture are the sculpted jump-pack emissions as well as the fast growing space crystals that are forming along the jump-packs flat surface. Seems the heat of the pack is promoting their growth.

I used green stuff, I went ahead and rolled it out in a long flat panel and wrapped it around a piece of plastic-rod. I then let it harden a bit (cure a little) and went at it with a sculpting tool. I began by dragging the tool backwards in the direction I wanted the "burst" to be going. This caused some nice streaking, I then went back poking forward and shifting the streaks to get the odd flamey looking affect. I did it in about 20 minutes so it was kinda just an experiment. They came out pretty well for not knowing what I was doing :P
