I am curious about the other head on the back, but at the same time, not sure if I want to know the answer...

The obvious interpretation is that they're a bounty. But at the same time, they've gone to the trouble of keeping the head alive. So it might be a rescue. It might be a bounty target whose crime doesn't merit execution. Or more horribly, it might imply something nasty like they need to keep them alive for a positive ID (since the skin colour is programmable it may revert to white on death) to prevent people beheading innocent Synths and passing them off as the bounty. In which case they might end up executed later...

Well, the first thought is more correct. The original idea was that they were keeping it alive until they found a new body for the head. That’s where the avali comes in, be he’s kinda rambunctious.
