The face is well proportioined, though the eyes on the other hand are too big in the sense that they take up way too much space of the face.
For a cartoon-ish or semi-realistic character, this style is perfect. But I would do something about the eyes.
For the rest it looks totally awesome! =3

Well in terms of conveying the character's personality, i will have to disagree with most viewers here. Because i think the eye size conveys some sort of deeper malice/instability within the character. Now to let this come out a little bit stronger. i would actually reccomend to use the same style you placed in the left eye [left from our viewpoint] namely with the brow slightly covering it aswell as the signature curve, on to the right eye. to give the evil undertone a slight bit more umph to it. just be sure not to overdo it. for with the left eye the brow is just low enough, just for the right it needs to be just a little lower to cover the top of the eye, to indicate its there. and dont forget to atleast mildly redo the same shape.

Well, I'm no expert, but with humans, the eyes should be a bit smaller. You've got the color spot on, but the size needs to be scaled down a smidge. Remember that the eyes are always at least a little ways down from the hairline. =3
And the hair, if its gonna curl around like that, needs to be a little bigger. You're dimensions are great, its just a little bit of size.
