Well you got the major 3. 0=)
The elbow toward the right side of the pic looks a bit bony and pointy. I think you can round it off a bit closer and should fix that. The arm on the left side meanwhile narrows too quickly after the elbow. MadDog's feet are a little thinner by design.
The CT-37 plane has two sets of wings on each side.
And I gots no tail.
Minor point which all depends on the point of view... that's one thick rope by the bottom, perhaps too thick.
The head is very good, including the headgear and goggles!
Always take this stuff the right way btw. I love it that you did a drawing for me. That is so very sweet of you. *snug*

First off, I like! You've already beaten the pants off most MadDog fanart I've seen so far, anywhere.
The perspective of the rope coming down out of the plane works great, and I don't know much about TaleSpin planes, but from what little I know, that looks good too.
Now for my obvious favorite part.
All the essentials of MadDog are covered (save the stuff you mentioned - the whiskerstache, the spikes) except I'm not seeing his tail, and maybe it's hidden, but I kinda envision it being visible from this angle.
That said, I'd make his snout a bit rounder and more bulbous at the end, and shorten up his lower jaw where it connects with his muzzle. I'd also make his foot just a wee bit longer than it is. Also, I'd add the collar to his vest.
His goggles could do with some angle refinement - they seem to be pointing downwards compared to how they should be sitting straight out from the angle of his head. His ears could also be just a bit longer.
