It's supposed to be entirely meaningless, or untranslatable.
I'm working on a little piece and I wanted to include something similar, so, here is my attempt.
The vocals are glitchy because it's me singing, then pitching it and messing with the formant some. It's convincing to a point, but!:
If any of you listening to this know a female vocalist who can hit notes like in this track who might be interested in learning and singing some gibberish in a collaborative sense, please do point them in my direction!
Also, the lyrics, which I had to actually write for consistency when recording:
Nai ya ztoh, Io salz la dje
Nahzahnte lye, vah'si kaliado
Yah, la zul e o'eslya la madra, i la suf a visi.
Sventa, la vrai'a abalilya lescha
i vi nah sulei
Yah, valei io la mah vi le ohshah

The words look like they're based on some eastern European language, or possibly South American. This technique of chaos language reminds me of a song (music video) I once saw where the guy was singing in perfect human language syllables so it sounded like a real language, but the entire thing was just gibberish. Christopher Plummer also has the talent of imitating various foreign languages (German, French, etc.) with syllables that sound perfectly like those languages, but he doesn't actually know the languages and speaks in meaningless gibberish (I saw him do that on a talk show once but I can't find any videos of it).
