Correct. He would see the human arm, but feel the dragon leg. Its only because he's looking through the ring that the appearance doesn't match. (you could make a party game out of taking one and blocking the sides off so you couldn't see around it. Then have people try to guess the animal based on feel alone. All while only being able yo see their human arm.

That's something I'm still on the fence about.
Some of them will differ a bit depending on if you're looking at it from a design perspective or a lore perspective. so I'll try to answer what I can for both.
- Design:
There are absolutely different effects, of really any type you'd want. I'm just a bit biased toward those types of tfs, so it's what I tend to draw. I enjoy drawing big feral creatures/mythics and standard sized anthros, but there absolutely could be ones that do stuff such as simply changing a gender (there have been a few I've drawn that do that as part of the anthro transformation, but I haven't drawn any that just do gender.) Clothes do typically change to match the new form, whether it be resized, restyled, or removed entirely.
There's no way to tell before testing it, and no real safety mechanism that'd stop someone from intentionally or unknowingly using it on themselves or others. Some also aren't predetermined, and others can suddenly have an unexpected result as the magic ages and breaks down. Mainly because I enjoy surprise and/or resistance in tf, and "more than you bargained for" or "I didn't think this through" type results that make reversing it much more difficult.
- Lore:
Same as above, many different types. I image there'd be expensive tailor made ones that could be custom tailored for the exact result wanted by the person. But the ones I typically draw would be the mass produced imitation products. Much less predictable, stable, durable, etc. And you just have to trust that the seller is being truthful when listing the ring's effects.
High end tailored ones might have some sort of lock to only work on the person it's for, But I don't think most mass produced ones would.

At the current point, I've been doing then mostly r mainly, but that's not to say there couldn't been a reason.
As for breakage, I typically go by the rule that they can't break mid-use, protected by a barrier. Once it's fully off though, all withheld damage runs the risk of applying all at once and possibly breaking after use.

So I'm still trying to wrap my head around this. Your saying both selves are interacting with the ring in conjunction, your in control of your human body and them as their dragon body. Then when your human body passes through, your mind and feelings switch to the dragon's body that has passed through into your world. So your still in the same dimension but your mind has switched to any part of the other body when it has pass into our world and vice versa?
