There is a story about the scarf.

Supposedly, some crazy old lady knitted the scarf and sent it to the BBC in an attempt to get in the Guinnes book of world records. Not knowing what to do with it, they just sent the scarf to the wardrobe department and forgot about it for years untill Tom Baker saw it before they started shooting his first episode as the Doctor and thought it looked awesome and a great way to convey how eccentric his interpretation of the Doctor was.

In fact, if you look closely at the many badges he wears on his coat, one of them reads "Don't Tread on my Scarf"

I was just searching FA for to see what Doctor Who stuff there was (for once I was happy not to have a bunch of porn show up XD), and saw this and just had to saw that it actually rather reminds me of the 8th Doctor's outfit - which is made of win and awesomeness.
