Ever since she has been a little child Rosemary has had both a very big fluffy tail and a exceptionally large pompadour http://www.furaffinity.net/view/2392807/ Now years later the tail is still very fluffy http://www.furaffinity.net/view/3462041/ and her pompadour has not gotten any smaller.
Now if she just had a very large pompadour that would be thing, but that same pompadour has several other "special" properties to it. One, despite possessing great spring and shape her hair is still fairly soft. Two, even from a very early age her hair has wanted to go into shape. She's tried various other hair styles over the years but her hair seems to gravitate to this shape. Third, she can somehow stuff all her hair under a baseball cap.
I don't know how she does it, and when she takes the cap off her hair makes this very audible cartoon pop that everyone can hear! It's like her goes into some alternate dimension when she sticks it under the cap. You could say she has Schrodinger's hair. Does hair exist if it is under the hat?
It is things like Rosemary's hair that convince many that there are still slight residual remnants of magic in the world even though it "supposedly" went away in the late 16th century. And yet there are these little hints that it still exists.

Considering how much that volume of hair would weigh if it was more solid, I say it's "mostly air." That makes it light enough for Rosemary to not have neck strain. (Back strain is still an issue. ) It also means it will be compressible to fit in what looks like a too-small space.
Besides, even a human's hair can be packed down into a small space. (Recalls Barbara Bach in a 007 movie successfully putting her long hair up under a cap.)
