Torrent - his true name abandoned - is a cyborg who was created by the CAP (or Cybernetic Augmentation Project) - a side-branch of the HWDP.

Although a shiny Gallade, a great deal of his form has been replaced by and enhanced with machinery. To the HWDP he was merely a volunteer, but in reality he was secretly recruited by Dr. Samuel Horus to undergo this program in order to assist the man in taking down the HWDP.

Torrent's form possesses immensely powerful strength, great speed, enhanced eyesight, and impressive reaction time. His body is incredibly durable and possesses very minor regenerative abilities - the result of nano-machines in his form. The blades on his arms are made of a unique and heavily durable artificial alloy that's capable of expanding and retracting its molecules - known as Fluctuatium, allowing it to lengthen or shorten itself without compromising its durability - the trigger to activate this unique property is a point-blank high-frequency radiowave, and said activator is stored within Torrent's sheaths. The blades themselves are also capable of vibrating at an extremely high-frequency and can have its edges charged with plasma, allowing them to cut and burn through almost any substance. His psychokinetic powers have been repurposed: instead of manipulating objects in the form of Telekinesis (a common trait of Psychic Pokemon), he instead generates a powerful electric charge within himself that he can spread to his blades. This lightning can be utilized to further enhance his attacks, or it can be directed to unleash devastating individual bolts or electric fields to fry those struck.

Torrent is an often stoic individual, rarely emotional and being straight to the point. Rarely asking questions, he seeks to complete any assigned tasks as quickly and as efficiently as possible. Because of this he often has to keep some of the other cyborgs in line when Dr. Horus isn't directly observing them - more particularly Zephyr. He is also known to be rather protective of his brother, Inferno.

The reason for him becoming a cyborg is due to the fact that he and his brother were affected by a devastating housefire that killed he and his brother's parents and left both of them crippled. After rescuing his brother who was trapped from the burning wreckage, the smoke permanently damaged his lungs and made it difficult to breathe. Although said lungs have been long since replaced by the CAP, he still requested for a mask to cover his face, to filter out any potential gasses and smoke in order to prevent such a thing from ever happening to him again.

As of currently he is aligned with the Triskelion Spiral, signified by the insignia on his chest.
