The origins of this pic lie in an unreleased sequel to 2017's "Reverse Engrish". Like the linked pic, it was a plain grey backdrop with Konani doing or saying something witty/funny, in this case having fun with Admiral Ackbar's famous phrase "It's a Trap!", quoted in a caption superimposed on the screen. Since Konani derives much amusement at the deception his effective crossdressing creates, he does not find the phrase offensive. However back in the real world, a fair number of people do (more than 30 years after the phrase was popularized in The Empire Strikes Back), so after the fact, it didn't seem like a good idea to release the pic as-is.
But I had put so much time into doing a completely lineless digital-paint-style pic of Admiral Ackbar, it seemed a waste to leave his visage deep in my project archives, so I eventually came up with a method of reformatting the scene that leaves out Ackbar's immortal phrase, while still making an obvious reference to his claim to fame. This involved redrawing Konani in a different pose (which allowed me to update his physique) that has him presenting an upskirt view to bait Ackbar into saying the obvious, then playfully chiding the alien for using a phrase that is certain to get him in hot water with the Twitterverse if he keeps using it.
Technical:
In the original pic, Konani was the same twink-ish physique as he had in Reverse Engrish and Itza Surprise, but over the course of several revisions, I made his proportions closer to that of "Kaoru Ichinose", the hentai manga character star of "Be Honest No 2" (NSFW) that inspired him almost three years ago, which meant having a bigger butt and thighs, although this proved a challenge to draw without simply giving him "girl hips" like most other furry femboy characters.
Ultimately this "aspect" (heh) doesn't really show unless he's being viewed from the side, or presenting his bare buttocks (and other equipment) to you prior to or during NSFW things like in the source manga. I finally made the look 'work' by shortening his skirt so it appears to not cover his bottom when he bends over, thicc-ening his thighs and slightly exaggerating the compression effect his stockings have on them. He's still on the short side, but this look is more compatible with the X-rated activites he is destined to take part in (he's a 'bottom', if that gives you any clue). As one of the descriptions put it, like his inspiration, he has a skill for smutting up just about any situation he puts his mind to.
The rest of the effort, livestreamed on 6/6/20 took the additions of the re-drawn Konani from inked pencils to completion in about eight hours. I placed the free-floating video screen with Ackbar 's face on a stand, changed the blank backdrop to a set of curtains (much like in my first Int'l Renamon Appreciation Day pic (link), but with better color, and laid down some wood flooring from the assets used in "Bastien 2020 Redraw", which presented an unexpected opportunity to gloss up that part of the scene by adding reflections of Konani's feet and the monitor stand.

I would say the answer is no, since the character in the pic is not trans, and canonically does not see himself as female. Like the manga character that he's based on, his peers think cross-dressing looks good on him. The subject matter pokes fun at Twitter outrage mobs more than anything.
But are you aware of the history of trans women hurt by this whole silly "trap" mentality? Like, I love anime and manga. And there's cross-dressing in a few of the titles I love most. But the gay panic defense is a real world issue, and I have... some woogy feelings about this picture with its message, sorry. I'm probably worried for nothing, as I often am.
