It's because it's not a particularly aesthetically pleasing font, that is massively and widely over-used. Especially in places it really shouldn't be used like where the message is intended to be serious and this particular font really doesn't suit that kind of application. It was only ever intended to be used in Microsoft Bob.
It was apparently an attempt to emulate comic book lettering that went horribly, horribly wrong. Comic letterer Dave Gibbons, whose work was the inspiration for the font said that it was "a shame they couldn't have used just the original font, because [Comic Sans] is a real mess. I think it's a particularly ugly letter form."
