Not all cops are above the law, and burning a flag, not only isn't right by itself, but doesn't really show a message to anyone. You're burning a piece of fabric someone made and trying to use it to ratify your own ideals. Not all cops are bad, just like any other group on the planet. It's like an apple tree: some apples might be rotten, but that shouldn't ruin the whole tree.
You are absolutely right, and swift Justice is required. However, rioting and the state of the US right now is not going to make things happen faster.
As the artist, you have the right to refuse specific requests, but that is your own decision. I do not know your stand with such things, so i cannot say anything about your choice to draw this. Regardless, it is well-made and I wish you the best.

When a tree has a rotten apple it just drops off onto the ground.
When a police department has a bad apple it's brought in for questioning and shelter while the other "apples" perform an "internal investigation" while the bad Apple in question gets "administrative leave". If the bad cops number only so few and good cops by the many why are they so willing to protect ones who commit egregious acts against civilians?
Furthermore, riot cops are pretty much beating the hell out of anyone. Peaceful protestor, media, business owning bystanders. The tear gas, rubber bullet, and beat protesters who didn't start any conflict and none of it is getting covered, none of our politicians are saying anything. An old man had his head cracked open trying to give a helmet back to an officer and when one tried to help him another officer stopped him and made him grin it off. I know the officer in question was arrested but this just raises the question about how many are bad and how many are good. The numbers are starting to seem a bit higher on the bad end of this scale if officers just do this and never question orders.
If I were in a system that just protect those who offended me where as I would be arrested for doing the same thing and all I see from our sworn protectors is this I would be very irate.

Except that rotten fruit does poison the whole tree. Especially if its planted in poisoned soil. No one is talking about individual people, we're talking about the foundation of a system historically built to abuse and control people of color. And nice try but flags are LITERALLY symbols. If it was a red white and blue american flag i think we all know you'd be the same person tossing a fit.
