Yeah but it was already feeling like watching a Scooby Doo film when it comes to who is wearing the mask the whole time and people were getting tired of it, especially with only ten lousy minutes of the reveal with still not everything answered about what was going on off screen. That is why she's underrated.
However, on the other hand, do you think she should team up with other villains like Scarecrow, Pitch Black, Princess Azula, Amon & the Equalists, the Red Lotus, and Kuvira since they all share the same motive in using fear against their enemies?

Not in a Disney movie I mean, but in a fanfiction or fan comic. I mean Scarecrow with his fear gas used to terrorize Gotham City with people's worst fears, Pitch Black turning dreams into nightmares, and Princess Azula using fear to control even her close allies into never turning against her and using them as chess pieces to carry out her wicked deeds, believing fear is the reliable way to achieve her goals.
Yeah, I hate it when someone says Bellwether is more dangerous than Scar from "The Lion King" which makes no sense because being a last minute plot twist villain with hardly any buildup, background, development, or backstory makes her far less deadlier when Scar is the most evil and dangerous of the Disney villains and he didn't need sorcery or magic for his plans. He has what Bellwether doesn't that make him a memorable, popular Disney villain.
You have no idea how much I want to rub and kiss her feet constantly, worshipping them all day. Love what you did without humanizing her feet too much that it would take away the cuteness of those hooves. I doubt Bellwether is owning the prison, but I still love this. Makes me wanna see if she is ticklish on her adorable sheep feet.
