That's actually a good guess! It is just generally absurd, for cartoons aimed at kids to subject hypnosis victims to just about any other sort of actions might be seen as bordering on fetish territory, but the chicken dance is just silly. Not to mention the constant clucking and squawking calling attention to the subject?
Maybe I'm just a bit of a weirdo, but I'm wondering if part of it is, the "chicken" pose kinda emphasizes the posterior a bit? At least that's why I would draw it, as an excuse to draw a character with their butt sticking out!
Myself, I sorta like the idea of hypnotizing him to act like a dog! He'd make an amazing pet, since big doofy dogs are always a lot of fun.
