While Charley and Rufus might not necessarily get along most of the time, neither of them would be happy to see serious harm come to the other.
Without Charley to chase, Rufus would have nothing to do. And without Rufus to chase him, Charley would get bored.
Also, Charley wouldn't want to see someone fall to their death, even if that someone is a cop and he's giving up a sure chance to escape to save him. Of course, giving his frenemy a wedgie in the process is just an added bonus.
