I do wonder, was it an accident or deliberate? It certainly SEEMS like a neat coincidence that she just so happened to be there when Mrs. Otterton AND Judy were. But how could she have arranged that? She didn't know Judy would be called in, did she? That Mrs. Ottterton would be there? Maybe she could arrange Otterton, but Judy? Was Duke given instructions so the chase would happen and Judy be in the right place? Or was it all just coincidence?

That is so true, and also she'd have to be awake 24 hours a day without any sleep in knowing where Nick and Judy are going, which would be impossible for anyone to do. She'd either have to have super speed like Super Man or the Flash in order to get over to the ZPD right away if she was really watching a camera or someone was watching for her and let her know where Judy was. Something that was left unanswered there. That's why I believe Zootopia needs a TV series, graphic novel series, or sequel to answer all the unanswered questions left behind.
