They can't, not yet at least! The Mirn live in a world with a harsh climate and raging storms up on the proper 'surface' of the planet; the Basin itself is a deep, massive valley with sheer cliffs where the sheer vibrancy of the plant life keeps things livable. Climb too high up those cliffs and you run into thick, choking gasses that aren't particularly suitable for life... they may find a way to go beyond it one day, but it hasn't happened just yet!
