Looks like Jack has fallen victim to the classic cartoon misfortune of losing his swimming trunks while swimming!
The background here looks a bit gloomy but it's sort of what I always imagined the local "swimming hole" might be, some sort of flooded quarry or other abandoned industrial site-turned-pond, or the river shore as it often appears in my hometown, industry-adjacent and fenced off for the most part. Or maybe it's that summer haze you sometimes get on humid days...
