THIS GUY. Okay so while the City Dwellers are into tech, the Wastelanders are into genetics (which is where all the mutants come from) but this guy...he's kind of a mad scientist even on Wastelander levels. On top of that the guy can't speak English very well (though he DOES understand it). Most of the time he words things like "I am to being doctor, yes?" and you really can't get much out of him, hence the "name". Not much is known about Yes personally, but he does wonders if you find yourself injured out in the Wasteland.

Unknown to most people he's been teaming up with Scream for that key to immortality, but has yet to be successful.
