Thank you! The blue fox person is painted or printed directly on the hood of the real car this was based on. It appears to be derived from this image but I only saw the version that was on the car, so I missed some details, though some of them were not in the other version.
It was meant to be a miniature car with fully external controls but in trying to make sure I depicted all the details properly i may absentmindedly have made the car almost full-sized.
I have not visited Jersey City so I appreciate your insight about the street speed and I will be sure to telephone the editor of the publication whose website I copied that headline from and pass your information along.
