If Merkut and Chameleon tuck their heads in then I imagine they could pass at a distance though the 'dragonborn' having an oddly small head and the differing colours of head and tail would probably give the game away. It would also depend I think on Chameleon's strength with carrying both Merkut and Marubah's weight and it comes down to coordination and if they have their heads tucked in then it's down to Marubah to provide navigation.
Maybe it would work but I think only at a distance in poor light and only for a few minutes and would probably end in them toppling over.
