Yes it is blacklight ink outlining the star, Top is pink, left is green and right is blue. Happy panda is happy. I light up like the fourth of july under a blacklight. This is on my back, center near the top.

Basically I asked him to design a tribal star for me, and this is what he produced. It was love at first sight, and I knew I had to get it somewhere....That or, Draw it on myself with sharpie every day, and that would get too tiring.
