xp-pen deco01 v2 is a good tablet. I considered getting it, but I bought a different xp-pen tablet.

Krita can perform animation. It can also do Vector Graphics very well. I use Vector Graphics for all of my drawings. It is available in all languages.

You can use https://www.daz3d.com/ (free for Windows and Mac) to pose 3D models, port them into a paint program, then trace over them. I believe a number of artists use DAZ 3D for this purpose.
