Okay, gonna try a bit of storytelling/long-form roleplay here...
Skunk Boy scowls, lifting his tail and taking aim...
"Y'all think I'm stupid? Y'all wanna laugh at me? Fine! I'll GIVE you something to laugh at!"
He reaches back with one hand, ready to pull his pants down as he lifts his tail once more, and he tugs his shorts down...
...
His expression quickly turns from an angry scowl to the blank, embarrassed and surprised look he's so well-known for as he realizes he's just shown his diaper to a crowd of onlookers, his "weapon" safely contained, muffled by the crinkly plastic and thick absorbent fluff.

His expression quickly turns from an angry scowl to the blank, embarrassed and surprised look he's so well-known for as he realizes he's just shown his diaper to a crowd of onlookers, his "weapon" safely contained, muffled by the crinkly plastic and thick absorbent fluff.
I am a fan of those sort of scenarios, things like role-reversal or a character getting themselves into trouble through their own actions. Skunk Boy would be very much at home in the Looney Tunes universe, while not quite as dimwitted as Elmer Fudd, as angry as Yosemite Sam, or as blindly arrogant as Daffy Duck, he does seem like the sort of awkward dork that would be fun to pit against Bugs Bunny, or (yes I know it's an entirely different studio, chill) substituting for Tom in a Tom and Jerry short.
(I do often try to play him a bit more serious as well, one of his insecurities is feeling like nobody takes him seriously, or thinks he's an idiot, and he's often worried about being "good enough" at what he's doing or living up to the expectations others have of him.)
This is the fun of sticking him in that "moron outfit" too--he gets flustered, huffy, embarrassed, frustrated... and that can be played off to make him make a bigger fool of himself in various ways. It wouldn't be too difficult to trick him into getting fully into the "mephitine moron" character, it just takes a bit of gradual build-up and pushing the right buttons at the right time.
Of course, he's not all about diapers--if someone else were to ask, depending on their interests, that interaction might go an entirely different way! He might reveal his brightly-colored briefs, or forget that he's not pulled his pants down and skunk his pants instead, lose his balance instead and fall face-first on the ground, or be creeped out by someone being the sort of pervert that wants to get sprayed by a skunk and say "well I'm not doing it now!" and quickly walk away.
