He's known for shooting "magical blasts" out of somewhere else... and he doesn't even need to be drunk to do that.
You're right, though, his drunken rampages do often involve him misusing his magic--in his case, he can control electricity. This makes it very difficult for the police to subdue him, as their tasers just make him stronger and angrier!
