Tried to evoke the feeling of being a kid in the nineties and playing Simcity, spending countless hours gazing down at the world through the clouds.

B major is one of my favourite key signatures! That pedal point is so essential in creating that modern city vibe, and the fact that it pervades the whole work it gives both excitement and relaxation in a paradoxical way. I also really enjoy your use of contrast between the different timbres of woodwind, brass and string. While the jazz feels a bit peripheral (which isn't a bad thing btw!), I'd say it's mostly found in the chords and rhythm syncopation (I hear 7ths, 9ths and I think even an 11th, though I doubt my laptop speakers would do justice).
That being said, keep up the good work! You should do more orchestral works.

Thanks so much for the comment ^^ I love the key of B as well, and I think the only scale I find myself coming back to more often is C harmonic minor (maybe because it contains B, lol).
At about 46 seconds in, it moves to Db. Whether you would classify that as using a borrowed II chord from the B Lydian mode or shifting into a new key entirely I'm not completely sure, but my gut instinct tells me the latter, as it sits on Db for long enough to feel like the new tonal center. As for the intervals, you're absolutely right; there's plenty of those chord extensions that you mentioned in there :D
I'll definitely keep on developing this style, as it's one I'm particularly fond of. Thanks again ^^
