Just that historically, guilds and other such licensing boards have had a tendency to use their power to limit competition from those outside their membership. Even labor unions today get very bent out of shape if you're not a member, even if you're a private contractor one-man shop.
Ah, I hadn't considered that. I was more thinking of it as gun control, more or less. While the Talwyn can and do use them as tools they are also used regularly as defensive and offensive weapons by the Talwyn civilians and their military. As such, they tend to control the flow so that they do not end up in untrained hands that can in turn be used to kill. Especially because in certain parts of the world technology is not nearly as advanced as the Talwyn and Ashurian societies, and in some cases a single Talwyn crystal can upset the balance in the right circumstances.
Oh, it makes a fine background for the story. I'm just finding him a sympathetic villain. And depending on how dangerous the crystals are if misused, it may be justifiable even to my sensibilities. If they can go up like dynamite sticks if abused, they're not something that should be used lightly...
Then it means I did my job right. I prefer stories where the antagonists are fully fleshed out individuals with reasons for doing what they do. After all, everyone does what they do for a reason, we may not understand them, but they have a reason for their actions, and at least to them it has to make sense. :)
