its actually a common misconception but watchog's "eyes" are actually facial markings. The real eyes are the beady black pupils.

so either it was canon at one point that what i've said was correct and they changed it at one point, or it was an error. that was an animation that i remember seeing in the original gen 5 games.

its a stylistic thing too. Some pokemon just deviate from their designs from time to time. Like Diddy kong sometimes blinks with its pupils. but you cant deny the eye whites are not part of the eye. Diggersby also "blinks" with its Flat pupils from a _ shape to a U shape. Still i wouldn't go to peoples art and tell them they are are misinterpreting something in their art without 100% knowing what's up. It's annoying. Nobody likes the "ACKCHYUALLY" guy.
