After discovering the flooded road beyond the barricades, Jesse sees the shoulder is not flooded and steps across the edge of the roadway onto the dirt, finding much to his dismay that the ground has turned to mud. Lots of it. He probably could have just waded through the floodwaters, since his pants are already dripping wet below the knee, and his boat shoes are no doubt practically flooded since this type of shoe has stitch holes through the sole into their interior, letting water in through the bottom anytime you're walking on wet pavement (their intended use assumes they're going to get soaking wet anyway--boat moccasins are really only intended to give you traction on water-slicked sailboat decks).
Technical:
A fair bit of time was spent doing the wetness effects on Jesse's hoodie and jeans. I won't pretend I nailed the effect perfectly, but he looks plenty drenched to me. Most of it was Multiply-layer shadowing with sharp highlights on top placed to imply shiny levels of wetness, as well as depict where descending water would pool and/or drip. That part was a lot of guesswork. Those of you with IPS LCD monitors may find these pages to be kind-of...dark. I'll get into that on the next page.
