I don't mind if you write him a story yourself, but if you want to hear my version of the story:
He's just a street bully who loves to paint on the walls, laughs at nerds, and fights other badass.
His "Cut Here" tattoo is a symbol to others that he is a thief. And the scar is a trauma from drunk people who attacked him and wanted to "Cut off here" for a joke.
The eyebrow scar was made by other bullies because this guy has heterochromia and this is "not cool".
