Does not work in Paint Tool SAI, too many layers.

I don't have ipad, so I can't know for sure, but I will assume that this file will be too large for the Procreate as it contains more than 300 layers.

Okay, I tried opening this in Medibang Paint, but have no idea how to do add colours/patterns. Can anyone provide insight on this issue?
