It's not too blurry. I thought it gave the movement effect of the character falling from the sky.
I agree that it should be blurry on the parachute thing, but maybe it gets cripser to the part of the body that are close to the viewer (the feet)? I don't know for sure.
I do like it the way it is. It's very soft and clean.
