In Yotakra, divided highways don't just separate directions of travel. They can also allow otherwise incompatible traffic to run on the same streets. Whether that's actually a good idea or not is subject to perennial debate.
The normal traffic lights are mounted extra high to allow tall traffic to clear, but that's still not high enough for Esina, who frequents this road to get to and from her workplace. She probably should be wearing a helmet, but she's just too cheap and lazy to bother picking one up. After all, it's not like she's the one in danger if she crashes into something.
