I think he's from Tennessee Tuxedo, which isn't even the same studio. I think they were called something like TTT Productions, and most of the people were ex-employees of the Ward studio -- that would explain why their shows were so similar in their sense of humour and simple animation.
I still have the note from Ward and treasure it. I wrote to him once about the possibility of adding more material to the interview and having it published by Mu Press. He seemed agreeable, but referred me to a lawyer (who I now know was an old friend of his and long time legal representative). I had no definite committment from a publisher and fell prey to hesitation. I never did follow up. Now I wish I had, because Ward might have gone along with it. Now that Disney own's Ward's soul (along with J.M. Barrie's, Jim Henson, and who knows who else), there's no possibility of making a deal. Disney would say no and probably try to sue me over the original interview, then turn around and do it themselves.
I liked the animation, but yeah, it was a bad, bad movie. Anyone could have told the producer, but Hollywood people never listen to anyone. I think they're selected from a small town in Georgia or Alabama, from Marine recruits who fail the IQ tests.
The basic problem with the movie was that everyone in "the real" world knew who Rocky & Bullwinkle were, and gushed over them in every scene. "Omigawd, omigawd, it's Rocky & Bullwinke, my favourite cartoon heroes!" It should have been more like "what the fuck is that? Cartoon people in the real world? Have I just had a stroke?"

Did you ever see Crusader Rabbit? It was an earlier, far more crude animated cartoon made by Ward. Crusdader was short, smart, intrepid and somehow rather feminine, while Rags the Tiger was tall and stupid, but steadfast. Sound familiar?
Ward lost control of the rights, then eventually went on to creating Rocky & Bullwinkle.
