[SKETCH] Again... Criticism PLZ!
Heres a progress image with a few changes, criticism would be really apreciated!

Well it would help if we knew what he was supposed to be doing, has he spilt hot drink down his front or seen a mouse or something? He's got a horrified look but he's staring at something outside of the frame.
Again, perspective and proportions seem to show up as your weak point.
His head isn't in perspective with his body, it's a possible position but it's really awkward to crane your neck like that. Again, I don't think we'd be seeing his far ear and why is his eye covering part of his muzzle, if the muzzle is in front the eye should be occluded, not the other way around.
The arms are in proportion lengthwise with the figure this time, but they have uber skinny upper arms and tiny elbows, huge forearms and large hands. Also he isn't holding that cup, it looks like you stuck it in there as an afterthrough without moving the fingers to grip it so I'd either fix the hand or draw the cup going flying as though he's been so horrified by whatever he saw that he's lost his grip on the cup.
The Chest and upper torso are fairly good, they're proportionate and have a nice curve to them. The hips are reading very flat though and his lower legs? Are tiny.
The knees should be in closer together, most people don't fling their legs out that far and the legs need to be made longer/bigger to fit the body.
The stool he's sitting on? It's got a noticeable tilt to it. I'd suggest since you've got good movement in the sketch to perhaps redraw it so he appears to have been so shocked that he's not just falling over, he's taking the stool with him as well, currently it looks like he's just falling off a wonky stool.
The table also has perspective issues, I think you could do with practising some simple cylinder shapes and other 3D forms to try and get a better handle on perspective in objects.
The background figure has a fine body apart from the big forearms again, but the head and neck seem to have some issues. the head is set very far forward and the perspective on the hat is perculiar, he also looks like he doesn't have enough skull for a brain.

Yeah he did spill his coffee on his... well pants and.. noble parts.
as for the arms & legs, I unfortunately hate to tell you but thats how they designed the characters originally, very weird structure. (but I obviusly can work on the angle issues you mentioned..)

seems I will have to fix the head since thats the one I'm working on currently.
i will fix the ears next step. the one thing that was troubling me more was his hands.. either too big or too small (check the prior sketch that is in SCRAPS )
as for the stool...in the storm hawks episodes I've seen they seem to be fixed (ie bolted) to the floor. but sometimes they "dissapear" in other episodes. (so I suspect they retract just like the trap to transform... floor logo -> TRAP -> table -> trap pushing ppl -> floor logo (you have ot see the series to understand lol )
and yes I just noticed that the table is horribly wonked perspective wise.. I Will have to set some lines to see the levels and what part is what.

I'm familiar with storm hawks, though what works in animation doesn't always work in illustration unfortunately and with the position of the arms, it kinda of comes off looking strange. I think it might have come off better looking if your canvas was larger and you had him throwing up his arms up completely and had all of his feet in the shot, the cut off at the ankles is kind of awkward.
I'd expect furniture on the ships to be bolted down, but then again, there's nothing to demonstrate that they're on a ship. ;)

That was what I was thinking, I'm gonna add small chunks both up down and sides to add more detailing. I have the tendency of drawing too big character in small canvas size (I like always to focus on the characters)
also good point on the ship part.. (btw they're supposed to be in the storm hawks's bridge's round table (the trap thingie).

I've done that myself. Might I suggest that if you want focus on the characters, why not try to pop them more by justing using brighter colours than the background colours? After all most animation backgrounds are quite muted.
I'm familiar with the table in question, I think we need to see less of the top according to the line of sight.
Who would want Junko or Stork cooking for them? XD Then again that might be why he spilt the coffee, dinner decided to get up an walk away. XD
just think of them as rabbits.. the way they act and move is like rabbits, their feet are very strong and usually the second joint dont move too much, unless they have to jump ( look at ATMOS MOST WANTED, where they enter the restaurant to hunt the storm hawks, or the middle part of FIRE & ICE, where they start to evacuate the town )
for the jumping secuence.. just see the first parts of FIRE & ICE (the girl with blue hair and 2 bangs-hairdo jumping before she gets smashed by billy rex's and bobby bone's icegrinders after they collide.
and I suppose all chairs in are horse-chair like .... so their legs would fit nicely on the sides of the chair.
