One of Elvin's favorite cities is New Orleans, the birthplace of jazz. Whenever one of those party funerals/celebrations comes by where the people dance down the street with umbrellas, he can't resist joining in the fun. Just wait til Mardi Gras comes, cause he'll be a REAL party animal!

(Though on closer inspection, he could also just be dancing to Singin' in the Rain. You be the judge!)
