Because... Kurama is a 9 tailed fox.

Every time I saw him in the manga I always wanted to know if the artist was willing to actually draw all nine of his tails. Most of the time it was just him drawn from the waist up. But man when all 9 of those tails were shown you know shit was real. So I tend to check to see if all nine tails are shown.

It has to be a pain in the but trying to keep track of where they all are when drawing them. I'm not saying the picture is bad. It's just the 8 tailed beast was a bull octopus thing.
