Really reminds of the inkblot style used by 
brainsister (and others). Though, it's more 30s era Disney than Warners..

So adorable, I really love the various expressions on the character. I also love how although it's toony, the stripes seem more realistic and scattered rather than a few simple bands on each arm, etc.
And upon looking at it, I didn't see a similarity to Hobbs at all; more of a very classic disney style almost, which I absolutely love.
