Ferrets are flexible and agile, so maybe if the drug baron is the sadistic sort whom wants to prolong the suffering while lowering him very slowly I could see Spook having a very slim chance. Maybe if he could manage swing around or wriggle about a bit, use his free tail and flip that piranha to maybe see if it will bite at the rope enough to loosen it a little.
Unlikely but hopefully he can save himself somehow.
