Phrora is actually fascinated with Circus and clown only for the pure reason of having fun. One time while searching for a quest, she immediately forced Shadow to choose that one quest only because there was a circus involved. Also, since Shadow's cousins (Sin and Kin) are Circus performers, Phrora would most likely join them in a show.
Also, Phrora doesn't like dresses because it's just not in her character. Even though she is a girl, Phrora does have very tomboy-ish factor to her. Alexia did put a dress on Phrora once and Phrora just felt completely uncomfortable in a dress.
