the Council is generally made of 3 people, who make all the tough decisions in Hills. which mostly translates into lots and lots of paper work. it's not a job that the average Hillander wants to do, it's considered more of a burden than a privilege. but there is the occasional Council member who takes their job way too seriously... Aniwa is such a person.
