Bit of lore with this guy, Horus. In the angelverse as it were, angels are created based on the ideas of people. They're kinda prudish and assholey toward said people, but that's how it works nevertheless. Horus here was created on the collective belief that this is what he would look like, so he does. It's a bit of word salad to basically say there's no right/wrong way to make an angel. Inn'it that fun.
