So I managed to get a slightly sound tactic for merging 3D and 2D animation.
As it stands, I'm gonna create the characters in Toon Boom along with the reference sheet for said characters. Once it's imported, I'll create a base model that'll serve as a template for the hand drawn animation. Then I'll animate the characters in the 3D environments in Blender. After rendering the animation in OpenGL format, which is basically rendering the preview animation, I'll import the PNG sequence into Toon Boom Harmony. From there, I'll draw over the characters, objects and maybe even the backgrounds depending on what the scenario is. Sort of like a Freak of the Week kind of manner. (Minus the rough look.)
I feel like that would be a slightly sound way to kind of quell the two demons demanding I use either 2D and 3D animation. Along with experimenting with merging the two. (Thanks anyone who recommended me to do that.)
But I have a feeling that I'll run into some slight issues in regards to more fast pace movements. Such as a character turn around if the camera is moving around a lot. Although that might be simply taken down due to rendering the environments with hand painted textures from Harmony.
And that seems like it's about it. As for this model, I might see about experimenting with an inflation based animation I wanted to try out. But again, I have to create the models first before I start animating.
