Looks can be deceiving, it could be a female.

The best type of hug ‘w’

The greatest show of love and trust can lead to the most comfortable (and moist) of accommodations. Though, I don't think luxray wants to let him leave just yet!

It varies from one Pokemon to another, but as one who has been around hundreds of different kinds of mons over the years (not to mention one who is a mon himself), I feel I can comfortably say with some authority that Pokemon always think of themselves as doing three things:

#1: Training.
#2: Competing.
#3: Fighting in order to protect something.

Which would certainly explain what's happened here.

Shinx: "Sensei's training me to do this." ^_^
Luxio: "Alright! A new personal best!"
Luxray: "Hogging you? Nah, I'm protecting you. Anybody wants to hurt you, they have to quite literally get through me first. (Plus it's not the maximum high score unless I get you 100% in my belly)."

Based on the different hind legs (top right has black and bottom has blue) plus swallow range, I suspect the swallower is already a luxray.
