Under normal circumstances Whisper would like to have her normal rifle and gear by her side, but sometimes things get a bit too hot to go out in a tactical rig so what do you do then? Put on the more usual local flavor of gear and carry an old rifle given to her by the wardens. No one looks twice at a bounty hunter with a lever gat and duster.
