It would appear that Lugia's weight is quite a bit over the expected calculations derived from the research gathered around the Johto region. For an avian-related pokemon this is rather unexpected however scientists theorize that a vast majority of this creature's fat reserves are stored in the buttocks. Perhaps the added counterweight in its posterior acts as a counterweight to aid in flight.
