to be fair, the nords in the past have had many wars and been invaded by many outsider races, so sometimes especially for a old soldier like Galmar it can be difficult to forget that and the dislike of those races. although any true Nord would respect you more for your skill in battle and your honor as a warrior rather then how you look or where you come from. My big brawny Nord had many close companions who hailed from all over.
He respects her for what she can do. He's not being sarcastic when he says he appreciates the fact she helped secure Ulfric's safety. And as the story progresses, he develops a grudging respect and even sort of liking for her, but he also knows that all of that is one thing, Ulfric having a known affair or even RELATIONSHIP with her is another.
There's also the fact Khajiit at this time still have a sort of alliance with the Dominion. So they're kinda not respected much by Nords as a whole at all.

right, yea the nords don't like the dominion, not that I really blame them for that lol
but yea this is basically the same thing as a Noble and a peasant girl falling in love, it's kind of frowned upon, if he was just a soldier like Ralof nobody would likely care but because he's going to be king and is literally the symbol of this revolution, that complicates things.

Bleh, I've never had an love for Galmar. Or the Xenophobia with the Nord's. The Dunmer, and Argonians were Allies, even in ancient times. (ESO reveals a lot)

In game he's already kinda not the typical Nord. He accepts you into his ranks regardless of your race and only really asks you why you want to fight for a country that's not yours. At the end of his campaign he tells you he numbers you among his kin. I'll be the first one to tell you that he's far from perfect...totally not a white hat cowboy. I think people tend to forget that he's also a scholar and a philosopher, he's well educated, and he spent time in Cyrodiil as a soldier. The Empire, a symbol of all races hopefully working together for something more, was at one time important enough for him to risk his life for.

Oh it's DEFINITELY racism. Nords ARE xenophobic by nature, but we do have to keep in mind that we can't view a high fantasy middle ages setting through modern lenses all the time. Of course Galmar is also hinting at the fact that because he was not betrothed to a noble girl due to training to be a Greybeard that Ulfric has kind of successfully avoided the whole making an heir deal.
