Actually, it's a lot more old-fashioned than that--it's just a boring collar for attaching a leash, and an ankle cuff for attaching an old-school ball-and-chain or hooking him to the rest of the chain gang. His little prison uniform is based on those old-fashioned cartoon ones.
Now that you mention it, though, maybe he'd be more inclined to stay out of trouble if he had a shock collar and tracking anklet... maybe I should draw some restraints like that sometime.
